The term deliberately borrows from civil engineering. Roads, grids and protocols are not projects; they are standing capacity that makes many projects cheap. Realisation Infrastructure is standing capacity for turning knowledge into behaviour, at three tempos at once: seconds to minutes (practice), weeks to quarters (operating system), quarters to years (research), with a constitution above them on the slowest clock of all, legitimacy.
